7. TIME CONTROL AND FORMAT
The time limit is 90 minutes for the whole game plus 30 second increment per move starting from move 1. And It will be a 9-round Swiss System; FIDE-rated and titled; Swiss Manager shall be used for pairing.

9. REGISTRATION AND ENTRY FEES
Prizes. 2017 Negros International Open Chess Championship, the prizes are for 1-10 ranks and 5 best Filipinos not included in the top 10 and best lady performer in Open Category. Cash and Certificates for best 3 juniors, best lady performer and best 14 and under in Challenger’s Cup. Open Category 1st prize will be 150,000 Philippine pesos and the Challenger has prizes for 1-5 with 1st prize 25,000 Philippine . (Please note: All prizes are in Philippine pesos)
Accommodation. Players are required to budget for their own board and lodgings, as well as transportation needs. Special room rates has been negotiated at _________ as follows

10. ENTRY FEES
Open: 5,000 Philippine pesos (Early bird registration before September 1,2017 is 4,000Philippine pesos)

Conditions for Titled Players.
Tournament fees are waived for GMs, WGMs, IMs, WIMs with a Fide Rating of 2500 and above. (Official FIDE Rating as of July 2017).
The first 15 GMs to register will get complimentary accommodation (room & breakfast in twin sharing with another GM for 9 nights).
Complimentary room reservation is confirmed after organizer has received the following:

12. TOURNAMENT REGULATION
The FIDE Laws of Chess shall apply. Draws are not allowed before the completion of Black’s 30th move unless by the repetition of position rule or stalemate.
13. VISA INFORMATION
For foreign players that needs Philippine Visa to enter the country shall apply at the Philippine embassies in their respective countries. Participants from countries which do not have Philippine embassies may contact the A&V Negros Chess Club Inc. for assistance in sufficient time.
14. THE RIGHT OF REFUSAL
The organizers reserve the right not to accept any entry without giving reasons.
15. APPEALS COMMITTEE
The Appeals Committee shall consist of 5 (five) persons representing different participating countries, which will be selected and determined at the technical meeting.
Any Protest about the Arbiter’s decision shall be submitted in writing to the Appeals Committee within 30 minutes from the game being protested. A USD 100 protest fee shall be required, which amount can be refunded if the protest is upheld by the appeals Committee.
17. OTHER MATTERS
All rules and regulations can be modified with the end view of making the tournament fair and successful.
